You know, not just that you are leading undead/orcs or some other monsters, but where gameplay is based on villanous deeds - intriguing, corrupting etc. Like Evil Genius or Dungeon Keeper.
For me, the best dark fantasy Dark Lord Simulator is the free RPG/strategy game, Dominion of Darkness by Adeptus7.

I enjoyed Tyranny quite a bit.

Yes, I like it too. I like when decisions really influence the gameplay/story, and this is good example.
I think, overall, that you tend to have a difficult time finding games where you are the villain unless it's mostly comedic, like in the Tropico games. I think it's just too risky, as people want to play the good guy hero.

There is a game called Godlike Burger where you are running a restaurant and killing the customers for your burger meat. Along the same lines is Blood Bar Tycoon.

I'm trying to pin down some others and will post later

Overlord is another example of a game where being the villain is mostly comedic.

Rimworld lets you do quite a lot of evil things. The Rimworld community has a running gag about how a lot of colonies will have clothing or furniture made out of human leather.

Crusader Kings 3 allows you to become the stereotypical scheming noble or crazy homicidal king.

Most RPGs will have ways to play as an evil character, though few of them allow you to become a true villain and most of them don't treat it very seriously.

Baldur's Gate 3 does let you be unapologetically evil and as far as I know will let you join or supplant the antagonists of the game.
