Upgrade to 6800XT

I'm considering getting a 6800XT to use with an existing 45-60hz 4k Freeview Monitor. I currently only have a 650w PSU but the recommended one is a 750w.
The other issue is that my existing CPU is a Ryzen 1600X. Is this likely to cause me any issues? Or would I be better with a new Ryzen 5600X?

If you want to future proof your system, this would be a way to do it. Im running the 5700xt and i am playing on Valhalla 1080P, 144hz, 110 fps.
