Upgrade time for my old machine - advice needed please.

What games do you intend to play at 4k and at what settings?

If 4k gaming is the objective, waiting for ~September for Nvidia and AMD's new graphics cards would probably be the best play. Since your budget is a bit thin for 4k gaming in mainstream titles unfortunately. But if the newer GPUs bring improved performance to the same price points, then they could help you realise it.
 
I'm not too fussed about running games themselves at 4K, I'm fine running them at 1440p. I really just want to output the desktop at 4K. I'll hopefully be watching movies in 4K though.

Although, the RTX 2070 is probably not good value versus alternatives.

For one thing, if you want an RTX 2070 (non-Super) it's cheaper on some other stores.

Or, you can get a, RX 5700 XT for less than the RTX 2070, despite the RX 5700 XT being more powerful.
