System choice—i3-10 + GT 1030 v i5-9 + RX550

Hey everyone, i recently wanted to buy a new pc, but i dont have a really big budget, and i found 2 configurations and i dont know what to choose. They are pretty similar and the price is identical. So, the first one has
Intel® Core™ i3-10100F 3,6 Ghz (Turbo 4,2 Ghz) with 8 threads and 4 cores and a Nvidia geforce GT 1030 of 2 GB GDDR5 and the second one has a
Intel Core i5 9400F 2,9 Ghz(Turbo 4,1 Ghz) with 6 cores and 6 threads and a AMD Radeon Sapphire RX550 2GB GGDR5 as graphics card. Are there some diffrences between them? What do you think i should get

Those two options can't be new...I'm assuming they're used machines off of Ebay? Regardless of them being on XYZ site, you should also look into the rest of the specs in the advertised builds.

Chassis:

I'll leave the OS out of this scenario since you can install Windows 10 without a license key and activate it at a later date/time. You just need to deal with a watermark at the bottom right hand corner of the screen.
