Question Something is holding my gpu back

Specs I7 9700k Windows 10 MSI MPG Z390 Rtx 3060 48 gigs of DDR4 Games are on SSDs 1080p 75HZ monitor

When I play a lot of games it seems like my cpu is at a much higher usage than my gpu, I can’t even get 60 FPS. I restarted my computer, reinstalled the latest drivers, and messed with various game settings. games i was running better a couple weeks ago are running worse now.

For example black ops Cold War turns my cpu usage to 100% but my gpu is only at 30-40% and my fps averages 30-45. Even path of exile 2 can’t break 50 fps. Any ideas?
 
Hi. Some basic things to check :)

Can you list your full system specs, including your case, how many fans you have and exact make and model of PSU.

Have you upgraded any hardware recently?

Have you tried running an antivirus scan? Try using something like Malwarebytes as well as Windows Defender. If youre using some other 3rd party Antivirus try disabling it while youre playing a game.

Checked your CPU operating temperatures ? When was the last time you dusted out your case, and or re-applied thermal paste on your CPU?

Are there any programs using up a lot of CPU or RAM in Windows Task Manager? Have you installed any new programs in the last couple weeks?

all the points made in the first post are good and id suggest following them, but also id boot up afterburner and rtss, you can apply a useage % for each specific core of your cpu as well as per core temp/ power.. you need to find out if your cpu as a whole package is being utilized, if its hitting a power or temp limit, if its maybe one specific core thats hitting a limit, are the games utilizing all the cores theyre suppose to?

heres a link to a post i just used to fix my metro exodus experience but i had low low gpu useage and low cpu useage like none of my hardware was trying to work, disabling windows dynamic threading for the game in process lasso instantly made a night and day difference, but im unaware if this applies at all to intel cpu's as mine is amd and the issue i was having is possibly only present in that game on amd cpu's
