Old PC Gamer Reviews Online Archive Incomplete?

I was checking through online PC review archives and noticed online records only go back to 2005. Is there a reason none of the previous years are archived online? I still have all my old magazine issues 1997 through 2007 but its nice to have digital searchable archive for citing old articles.
There are a couple on Internet Archive but only a handful - idk what is PC Gamer's current policy for digitized old reviews?

I could start uploading some to Internet Archive but if would rather get permission first ...
Are these are already considered public domain after 20 years? (which maybe explains the 2005 cutoff?)

Retromags is a good resource. I like to go through there and read old PC Gamers on my tablet. I have one physical copy that's actually missing from there, but I can't bear to tear it apart to get a good scan.

still helpful, manually searching digital can still be more convenient for reference - searchable is certainly preferred but in most cases its fast enough to read table of contents for featured reviews
