Why Are You Upgrading: Old build, with RX 5600 XT that started fragmenting image. Overall low performance.

Budget: 1900€ is the ceiling, prices might be a bit higher for my local sellers

Approximate Purchase Date: Within a week but not in a big rush.

Use Case: Mostly gaming, from time to time streaming or video editing (not a primary role for the pc). Mainly playing World of Warcraft (CPU intensive).

Parts to Upgrade: The whole PC, I'm kinda set on the build just need to know what CPU and cooler for it is optimal

Are you buying a monitor: No

Your Monitor Resolution and desired frame rate: 1920x1080 with as much as FPS possible (going for performance not looks)

Preferred Website(s) for Parts? Local retailers since no big company mails to my country

Parts Preferences: Even tho I know 4070 is not optimal to buy, I've had 2 AMD GPUs in the past both were so problematic I just cannot go with it anymore, also RX 7900 XT is much more expensive and the build I have is at its price ceiling.

Overclocking: Never done it

Additional Comments: I cannot decide what CPU to put there, since I want it for WoW (afaik it runs on a single core) I would need to have the optimal cpu for that. That means I expect my build to be a bit capped on GPU. I kinda lean towards i7-13700KF but don't know if it is any notable difference from i5-13600KF, since the core speed is even better for i5. On that note there is still AMD Ryzen 7 7800 X3D which would be a possibility. AMD also has 3x the L3 cache but I don't really know if that's something to look for.
On the final note I would need help with cooling the CPU. In this build I have around 100€ for a cooler which is not much and don't know if I should go for some cheaper liquid cooler like
Cooler Master MASTERLIQUID 360L CORE​
or go for standards like "Be quiet! Dark Rock PRO 4" or "Noctua NH-D15".

I would size up on your SSD. No idea what country you are located so I'll use Germany as an example of how you could run that build.

Thanks for the reply, I still have 512GB m.2 from my last build that I plan on format and use for system and apps and the new 1TB for games, should be enough.

I'm from Czechia so german Alza pricepoints should be around the same. The cpu cooler seems cheap which then gives me some space for changes.

About Motherboard, B760 with ddr5 is 50€ more expensive here than the amazon price. Is there any difference to MSI PRO Z790-A in quality or performance? Z790 is obviously still more expensive so I don't know if there is any difference to them.

About GPU, since I took your advice for cheaper cooling, it still would be above my budget to take 4070ti (cheapest is 900€ here), is the difference from 4070 noticable to overpay for it?

The Z790 boards allow for overclocking but seeing how the i7 13700 /13700F doesn't overclock it's not an issue. The Z790 boards also have more PCIe lanes which is a must if you plan on using dual M.2 SSD's.
