Which SSD/RAM pairs are the best for a gaming laptop, Samsung 990 Pro or WD Black SN850X both 2TB, Kingston Fury Impact or G.Ripjaws 32GB DDR5 (16GB 2pak)? My laptop is a 4080 Alienware M16 R1.

best idea with the ram is to check on the makers website and see if they have checked that ram in your laptop
https://www.kingston.com/en/memory - check using search in sidebar

GSkills laptop page doesn't seem to indicate if they tested any of the ram in certain devices.

Their motherboard ram page does
but it isn't laptop ram on that page, the heatspreaders are too big to fit. And it doesn't include Alienware or Dell in list as its for motherboards.

Alienware haven't apparently tested any sticks, but they say Crucial should work

It can take up to 64gb of ram total so those stick sizes work.
What speed ram you can use depends on the CPU you have.

You can't upgrade to 32gb of 5800mts ram after buying laptop, seems it will only run at that if you buy it with 32gb. And it won't run 5800mts if you upgrade to 64gb after purchasing laptop. See list below:

As for storage, I don't know which of those two drives would be better but as all my ssd have been Samsung and they all still work, I would lean that way, Oh wait, nvm, my next PC has two 990 Pro in it... so that might show which way I would go.
