Question I wanna build a Pc for my brother

Hey guys,
My brother is looking for a new Pc and I wanna help him building it. I am from Germany and am not that into hardware anymore, so I´d be happy to get some help here
We want to spend around 800 Euros (not including monitor, mouse and stuff, which we´ll buy at prime day). The main game he really wants to play is Counter Strike Global Offense, but it would cool if the PC was able to run Cyberpunk or GTA6, too.

I´ve read some reviews about Intel Arc and I assume it would be better to go with something that is proved like the Rx 6600 or Rx 6600xt. Some RGB would be very cool.
I hope I´ve mentioned all the necessary information.
