I can't turn off the FPS count in the top left corner Alt + R and Ctrl + Shift + O combinations didn't work

if you are talking about the steam interface fps you turn it off under settings .... in game tab

If you have Nvidia App, it's probably coming from there. Open the app and go to settings and turn off the Nvidia overlay.
 
We can't access your C drive so if you want us to look at images, you need to do


note: if it is a monitor FPS counter, the screenshots won't show it. As its not rendered by the GPU.

The usual suspects are Steam or other platforms or recording apps, NVIDIA GeForce Experience, or AMD's Radeon Software other than that like mentioned maybe a built in function on your monitor or another software running it. Try opening task manager and see if you can find it in the list if its a 3rd party software.

Thanks to you I was able to upload the images correctly.

I finally managed to find the cause of the problem it was caused by the razer synapse application

Depends on what is putting it there. NVIDIA drivers can be set to display an FPS counter. Steam can, too. The OP has some software thing called Synapse that came with a Razor mouse or some such. If you can show us a screenshot, somebody might recognize the font/color used.
