How do I get Minecraft to run on a low end PC?

If you're technical enough you should grab Optifine (https://optifine.net/home). The site looks old and potentially dodgy but as far as I know it's perfectly safe. For more information on it you might want to check Reddit/YouTube for installation instructions etc.

That will give you a lot more graphic options to play around with and you'll want to be bringing things down in quality until you're getting stable frames. Minecraft never runs great on built-in graphics but I would hope that the decent amount of RAM you're rocking there it might help a bit.
