Question High Powered Rig but poor performance in League of Legends

My son and I have been building his gaming rig over the last couple of years. The game he takes most seriously is League of Legends and it is without a doubt the most frustrating when it comes to FPS. His current build it s Asus TUF 570+MB with a AMD Ryzen 7 1700 processor, 32GB of DRAM 3000MHz DDR4, Samsung 850 500GB SSD and the most recent addition a Sapphire Radeon RX 5600XT Pulse Edition GPU overclocked and undervolted. We have benchmarked it using UserBenchmark and all of the specs are very high, but we still struggle to get more than a consistent 100-120 FPS in LoL. His monitors are Scepter 24's running at 144Hz. What are we doing wrong?

When I get a performance problem, the first thing I do is drop the graphics level down significantly. If the framerate stays the same, it doesn't have anything to do with the graphics. CPU is the most likely problem but other things can cause issues, too. (Things I typically don't have the skills to root out.)
