HELP! New build, wont install OS

It's been a while since I've built a computer from scratch, I don't remember it being this grouchy, my parts are as follows:

Ryzen 7 5700 8 core 16 thread
Acus tuff b550 plus
AMD Radeon RX 5600 XT pulse
I have 32 gigs of RAM, (two sticks of 16).
My SSD is a Samsung 970 Evo plus with 1 TB.

Everything has been put into my CM storm Scout.
I've already run the disc for the hard drive. And I can't get it to install the operating system.

It was telling me the system doesn't meet the requirements for Windows 10. When I tried to swap OS from the old drive.
So I bought 11, thinking lets start all new then. But I am getting the same message. 🤨

The TPM is enabled, and I'm baffled.
Any tips would be appreciated.
Trying to work through process of elimination here.

what disk for the hdd? you have a cd/blue ray drive?? most new PC use USB to install win 10/11

were you clean installing or moving a drive from an old PC to another? As what was your old PC like? If it wasn't a clean install (you didn't wipe the C drive) and you just moved the drive, than it might be seeing specs of the old PC instead, as a windows install doesn't auto sense its in a new PC.

Are you clean installing onto the ssd?

The first disk that went in was for the motherboard.

cd drive.

I bought the windows 11 disk

Originally we were going to pull from the old hardware, but decided not to, it was over 15 years old, when i updated windows on it before pulling the hardware it was a toad.

we decided to start new with all new.
when the new system wasnt accepting windows 10 swap from the old.

thats odd as that PC does easily match windows specs.
I am using Asus motherboard and what happened,was that standard USB boot mode was used instead of "USB UEFI/Partition 1" which was selectable from boot option but I chose USB normal boot at the beginning. So for all users trying to find answer and before trying to do software bypass try and look for UEFI USB boot option which should work.

obviously you using a drive but is it attached via USB?

I wonder how old the installer is. You could download the media creation tool (2nd link) and use it to make a new installer
- I would suggest a USB flash drive, maybe 16gb

try updating the BIOS on motherboard, it can also cause same error.
