Having problem while trying to use 2.5 inch sata ssd via sata to type-c cable

There was a 2.5 inch Samsung 870 evo Sata SDD in my older laptop. After buying new laptop, I did want to utilize this disk. So I bought a sata to type-c cable.

However, when I plug the disk to laptop, Win 11 says it did not recognize this disk. I do not see the disk at disk management. In device manager, it says "unknown usb device (port reset failed).

This is the problem I am having. What could the solution be?

It has a thunderbolt4/usb type-c plug. This is how I connect my old sata ssd but it does no work.

Was the older SSD encrypted with Bitlocker?
This is the first time I heard something like that so I do not know if it is or not. But when I first bought it, I just plug it to my old laptop and it just worked.

This is the cable I bought. Unfortunately, the website in Turkish. I could not find the cable in English sources. But in its description, it says "you can plug your 2.5 inch sata ssd and it works".

Edit:
For experiment, I tried to plug 2.5 hdd drive of my old pc, which windows 10 installed on, to my new pc. The same problem happened.
I do not know if the cable is to blame bc the new pc detecting something nonetheless even if it does not give me access to its files.
