Can I downgrade these to make the cost less?

What is your total budget? You probably don't need 32GB of RAM, so you could save a couple bucks there. You could run Windows un-activated for a while I guess. You could also get a cheaper monitor, but I am not sure what your goals with this build are. What components are you willing to sacrifice on?

Your build doesn't look bad overall. I don't love that power supply but if you are getting it for $80 like in your initial post it's not bad. If it's $120 like I am seeing on PCPartPicker then you have better options.

If it was me I would probably try to save a little on the monitor and go for something like this for the PC:
