Question 4gb ram installed 2.75gb usable

Window 7 ultimate 32bit
E8400
GTX 650
Kingston 2gb*2
Motherboard G31M-S2C

I tried the msconfig maximum memory stuff but everytime i reset it keep untick the box and set to 0

That's your problem, 32bit Windows can't use 4GB. Here's the relevant bit from this thread:
"The amount you can use varies, depending on what hardware you have installed, but can range from as little as 2GB to as much as 3.5GB. It's usually around 3.1GB"
