4770K – What to upgrade first in this scenario?

Current specs:
I7 – 4770K OC'ed 4.2
NVIDIA GeForce RTX 2070
16GB DDR3 2400
Debating on upgrading motherboard, processor, and ram or GPU. Am I bottlenecked with the 4770k to much to upgrade GPU to maybe RTX 3090? The good news about GPU upgrade is that my son’s 1070 gets upgraded to my current RTX 2070. The processor I’m looking at would likely be Ryzen 9 7900X with 32GB DDR5. What do you guys think?
 
USA, 1440 res, G2 Samsung 240Hz, and looking to spend 1200-1400 us.
I'd wait for the reviews of AMD Zen 4 and Intel Raptor Lake. With that said if I were building today with that budget I'd do something like this ...

Thanks for the reply. My intention is to spend 1200-1400 on either video card upgrade or cpu, motherboard, and ram, so I should be able to go higher specifications. Just debating on which to do first for performance benefits. Sometime next year I'll do the second upgrade.

Do that upgrade first. 2070 is a decent card and will do good work with those new parts.

Upgrading GPU but keeping the other old parts is pointless—they're not even good enough to allow a 2070 to run at full potential.

What PSU do you have? Very important part.
What about case and cooling?
PSU: Corsair RM850X
Cooling: -Hyper 212 Evo
Corsair Carbide Series 500R
For the reason you gave I was going with that upgrade first. Then I started reading about how well the 4770K has held up over time, and started thinking about alternate paths.
