I still have over 60gb of free space, and space on other disks is less than 20% taken so i doubt thats it. Also remember, when i record or open a recording software its fixed for a short while

I have checked the control panel and nothing seems to be different from usual use while gaming. It happens in all games and even when theres only just yt videos. As for fps, it wont go over 3 fps
