Question Ray tracing not working on my card with Cyberpunk 2077

First off let me say hello to all here.
I am completely new to PC gaming and inherited the current system I am using (running a RTX 4070 SUPER)
I thought the card supported Ray Tracing but whenever I try to turn it on in the game settings I get this weird shimmering effect on all environments and characters, turn off Ray Tracing and hey ho everything works fine.
Is there anything I can do to enable it in game or does my card simply not support it.

If I had an nvidia card, I could look myself.

Here's a step-by-step guide:

1. Ensure NVIDIA RTX card and drivers:
Make sure your system has an NVIDIA RTX graphics card and that you have the latest Game Ready drivers installed.

2. Enable Path Tracing:

Go to Settings > Graphics in Cyberpunk 2077.

Locate the Ray Tracing section.
Enable Path Tracing.

3. Enable Ray Reconstruction:

With Path Tracing enabled, you should now be able to toggle Ray Reconstruction.

If it's still greyed out, ensure DLSS is enabled and set to Quality or Balanced.

4. Consider DLSS settings:

For High-end PCs, DLSS FG "Quality" is recommended for Overdrive mode.

For Mid-range PCs, DLSS FG "Balanced" is recommended for Overdrive mode.

5. Adjust settings:
You can further refine the experience by adjusting settings like focus distance and aperture in the Graphics settings to fine-tune the depth of field effect.
6. Troubleshooting:
If you encounter issues or artifacts, consider adjusting the focus distance or aperture in the depth of field settings to mitigate the effects.
