PC Display Duplicated and Glitched

Hey anyone has any idea about where is the problem coming from ?
I'm using VGA cable and I tried it on another PC that I'm using right now and it's working fine
also the BIOS doesnt face this problem I just checked them and they are displaying normal
N.B : I just bought this PC
 
btw I turned it off on the video , the PC works fine I tried using Microsoft edge , opening the settings , etc... its just the display idk what's wrong with it

So did you also try the monitor on the other PC?

What make/model is the monitor?

Are you connecting the monitor to a graphics card, or to the VGA port on the motherboard?

What make/model are the motherboard and graphics card?

Is it really a VGA connection, not DVI or HDMI or DisplayPort?

Thanks a lot for the interest in my problem tho I found that the PC that i just bought was using a 4K resolution before i get it and i had to use the following solution
1- Turn on the pc
2- unplug the power cable while the PC is running
and it worked
