PC Build Advice

I'm looking to build my first PC. I'm brand new to the PC scene so I don't know a lot. All I have right now is my m1 macbook air haha. My ideal goal is to run games such as starfield, elite dangerous, destiny 2, and maybe cyberpunk on max graphics and 80-100 FPS around 1440p or 4k (I don't really know that much about resolution since I've never had a PC). This is my build right now. I have people suggesting I do a 7900XTX instead of a 4080 and others saying not to because of driver crashes so that's the main thing I want to figure out. I was looking at the ROG 4090 but it's just super expensive and people warned me about cable melting and the huge cost of getting a 4090-specific cooler. Another thing is someone said my mobo and cooler are overpriced so thoughts on that? I am in college so the cheaper the better but I'm willing to do ~5k max. Any advice is appreciated. Thank you!

EDIT: I'm also thinking about getting a Ryzen 9 7950X3D instead of the i7 for the 3D cache and switching the z790 motherboard for an MSI MAG X670E TOMAHAWK WIFI ATX AM5. Thoughts?

What currency?
What country are you in, and any preferred offline or online retailers you want to buy from?
Thank you! I'm in the US so it's USD. I'd rather buy from online retailers but I don't really have a preference. Amazon I'm most familiar with but I think I'd buy from anyone (reputable)
