Ideal build under $1000 for single-player gaming on a 4K 60FPS TV

Been running a ROG laptop for way too long. My Steam Deck outperforms it on some games. I put Cyberpunk on it and it's chugging hard. Time to start anew. Primarily single-player. No competitive gaming. Hard max of $1K, preferably lower.

That particular psu is manufactured by Super Flower although 650w would give some headroom.

4K is a stressor on all but the top of the line gpu's. Best thing to do is google some reviews / benchmarks for that gpu.
