Question i9-9900kf ASUS B365M-K Motherboard

Hi,
My set up is very outdated and i'm wanting to upgrade my PC.
I currently have a GeForce GTX 1060 3gb GPU and a 4k monitor and a 2k monitor.
Obviously this whole system isn't optimal.

I want to upgrade to a good gaming GPU and motherboard (if necessary) which are both compatible with my CPU. I also will use for work (not often) on programs like CAD.
Ideally I want to be able to play games comfortably, I've been looking at 4070ti and 3090 ti.
I don't know a lot about PCs and am unsure as to what works. Any advice as to the best and maybe a budget alternative would be amazing and if someone could recommend a good CPU fan.

I'm not a hardware guy, someone more knowledgeable should be along soon. To help you, they will need to know:
Budget
Is budget for box only, or does it include mouse, keyboard, headset etc?
Currency
Country
Do you have any preferred retailers-online or offline-to buy from?
For gaming, resolution you want to game at.
Specs of your PC, especially make and model of your PSU.
