I need a new pc!!

Hi guys. I'll start off by saying I am totally new not only to this community but also to the pc world. I had a laptop which I never used for gaming, just for work -mostly pdfs and ppts and occasionally for movies.
I am totally new to the gaming community and I want to build a gaming pc now. So, I took out my savings and I have 1050 dollars now. I checked and I know this isn't much.
Can you guys suggest me the best gaming build for this budget??

What games are you wanting to play? Do you need a monitor, keyboard, mouse and Windows?

Mostly racing .... Sometimes FPS. And no, I don't need peripherals. Plus, since I am short on budget and frankly, I am not a fan of RGB, I don't care about RGB or LeD's or even the case!! If these can save me money, probably I can buy something better performance-wise.

P.S.- I do need a case though, just not a fancy one.
