I can’t get past the boot loading screen. I’m completely stumped.

I’m building a pc for a coworker right now. I’m using my old parts and her m.2 and HDD that has her windows os on it.
Well I’ve set up the boot order so the m.2 (her OS is on this drive) has priority. When I exit out of the BIOS, I get to the screen I posted above. It freezes almost right away, restarts and starts an automatic repair boot. I’ve even tried booting into safe mode to try to uninstall drivers that might be causing the problem, but not even that works.
I’ve swapped out RAM and GPU but the problem persists. I’m getting incredibly frustrated and discouraged.

Parts list:
CPU: i7 10700k
GPU: RTX 3090
MB: Asus Maximus XII Formula
RAM: Corsair Vengeance 16GB 3200
Cooler: Corsair h100i pro
M.2: Western Digital 500GB
HDD: Western Digital 1TB

Hi, I dont have much to offer outside of saying that whenever you build a new system its best to do a fresh install of Windows. There are all kinds of drivers that are specific to the hardware on a given system that an cause problems.

I assume the repair boot doesnt work or just loops?

Welcome to the forums, newcomer!

You're advised to reinstall your OS when you migrate platforms(or motherboards even).

As for your specs, you forgot to mention the make and model of your PSU. How old is the unit if it's old...?
