Question I already own Just Cause 3 on steam, if I purchase a key for Just Cause 3 XXL will it simply update just cause 3 to the XXL edition?

Oh, Just Cause 3 has that feature where you can race against friends' past play. Is that still going? Seems hard to believe they would keep every single player's stats, year after year after year.

It's still going on, not only against friends but also random players. I blocked the game in the firewall though because I got annoyed with seeing the constant updates from every single score,
It also gave the game a slight FPS boost which was a nice bonus!
