So I bought a new laptop. These are its specs:
Intel® Alder Lake Core™ i7-12700H 14C/20T; 24MB L3; E-CORE Max 3.50GHZ P-CORE Max 4.7GHZ;45W ;10nm SuperFin
Windows 11 Home Single Language
8 GB RTX 3070Ti 256 Bit Max-P 125 Watt + 25Watt DB 2.0
17,3" QHD 2560x1440 165Hz IPS Mat LED Ekran
16GB (2x8GB) DDR5 4800MHz
1TB PCIe M.2 2280 3.0 x4

When I play games on it, Gpu usage is between %90 an %100 which is fine. But when I use a screen which is very old screen supporting only 1920x1080 resolution and 60 Hz, the gpu usage dropping between %60 and %80. I guess, the games I am playing detecting my screen specs and changing their display settings accordingly bc when I check display setttings, they are 1920x1080 resolution and fps locked on 60Hz max.

So my qustion is "is this okay thing" or the gpu usage should be still between %90 and %100?

I suppose you'd expect almost a 100% usage with a visually demanding game. It sounds fine.

I'm sure my GPU usage varies greatly depending on game and what I'm doing in it.

Do you use GPU-Z, it's a good way of making sure your GPU is working properly.

Ideally GPU usage should stay around 100 unless you lock your frame rate. It's the 60 fps lock on the other screen that's causing the low usage numbers. Your GPU has nothing else to do when you reach your max frames, so it's basically coasting at 60 FPS and doesn't need to work any harder.
