GPU Usage Fluctuating

I have a rx 570 8gb paired with a xeon e3 1220 v2 and 12 gb of ram. When i play warzone my fps are only 40 - 55 which is not normal for a rx 570.The gpu stays at 100% usage but goes to 0 then 20 then 60 and then 100 again and the cpu remains 90 - 100% used .In the firing range i get 100 fps consistent .im using battlenet since theres a big performance difference in steam and battle net. I have a 600w fsp psu which is brand new
 
just a couple of things ......
Your rx 570 only has 8gb ram so may struggle when a game screen gets busy , do you ever get out of video memory crashes.

12 gb of ram is an unusual number .... did you have 8 and add another 4 yourself , if you did you have done wrong you should always double what you have , 8,16,32,64 and never mix makes or ram speeds.

When you got into an area where your fps is struggling bring up task manager and see if you have anything else running in the background that you might not be aware of.

Look in start menu to see what loads up when you turn on your pc , i only have sound card and av running.

Youre CPU limited, aka bottlenecked. Ensuring that you have as little running in the background might help a little but thats a 4 core/8 thread CPU from over 10 years ago in one of the most demanding games there is for a CPU, thats why the GPU is being underutilized.

Ive also heard people say that 32GB of RAM can actually be better than 16GB in Warzone and you have 12GB.

The answer is to upgrade CPU, you may see a little bit of benefit going to 16 or 32gb RAM, but I'm pretty sure the CPU is the main problem for you unfortunately.

Yeah, as @Kaamos_Llama said, you are CPU bound and possibly hamstringed by your RAM as well. The 8GB of VRAM is actually fine. Hardly any Nvidia cards, for instance, have more than 8GB until you get to the 4070. If you fix the other things, then getting a card with more VRAM might make sense, but not before. With your RAM situation, probably want to shut everything else down before you open your game, as @mjs warlord says.
