Heres a potential build for you, if you wanted to push for closer to 1700, you could swap in an RTX 4070 instead. Others here may have ideas here as well, I havent been following parts as closely as some do, but this has good quality components and would do well. You may need to pick up a case fan or two extra, Arctic F series are good and cheap. As for RGB I dont really know as its not my thing, but most major brands are probably OK.
