Can I stream with this setup? What else do I need?

Hello! Im a new member here and im on my way to start streaming and record lets plays with a Sony A7IV, so im looking for help here is my setup:

* ASUS ROG Crosshair X670E Hero

*Ryzen 9 7950x3d

*Corsair Vengeance 64gb ddr5 6000mhz

*2x990pro 2tb Gen4

*ASUS ROG Ryujin III 360 ARGB

*ASUS Rog Thor 1200 Platinum

*ASUS ROG Strix GeForce RTX 4090 24GB OC Edition

*ASUS ROG Hyperion GR701

*Rode caster pro II

*Shure sm7b

I want to record lets plays (Witcher 3, Elden ring, Cyberpunk, etc) using my camara (Sony A7IV) some people say I need a dual setup others say this is enough and i dont know if I need a capture card to record the lets plays using my camera so I need help here guys, thanks in advance and sorry for my english just in case XD im from DR.
 
For the money you have sunk into that build, you could have probably went with two builds ... one for gaming and another for streaming via a capture card. That way you wouldn't take the hit on frame rates.
Is this enough for record on 4k and stream to 1080p as a second setup:
*Ryzen 9 3900x
*TUF gaming x570
*Corsair Vengeance DDR4 32GB
*Nvidia 3080
This is actually my current setup I was thinking on sell it but I can keep it a use it for streaming via capture card as you said

That will work fine although I would sell the 3080 and purchase a 4060 seeing how the RTX 40XX series cards cover all the codecs.
