Looking to build a gaming PC. Any suggestion for this build?

That advice might depend on local pricing and availability, but for pricing in a lot of places, that component selection doesn't net you good value for money versus alternatives.

The i5 9400F is a mid-range CPU, from Intel's previous lineup. The Z390 motherboard is an expensive platform, intended to let you overclock the CPU (which you can't do). Combining those two gives you an expensive motherboard whose features you're not leveraging (i.e. you pay for things you then don't, and can't use). And that combo would also give you similar or actually worse performance versus something like an AMD R5 3600 and B450 mobo or even B550, which is probably going to be cheaper.

The 970 Evo SSD is fast, but it's expensive and quite possibly not worth the price premium versus alternatives.

The 1660 ti is generally not worth buying versus the 1660 Super, which is often a good deal cheaper while offering near-identical performance. Or something like am AMD RX 5600 XT.

Do you need a Windows licence within that budget?

What country and currency are you shopping in?

What are you using the system for?

What refresh rate and resolution is your monitor?

I'm aiming for a decent gaming pc but don't wanna go super high end.

My budget is around $1000.

I already have a 1440p 144hz monitor.

So within my budget, i don't need a monitor and windows license.

I'm not sure what kind of casing I should go for.

I've only been using a laptop and not much knowledge for desktop.
 
For 1440p high refresh you are ideally going to want a better GPU - I'd recommend an RX 5700 as something of a minimum. Though it depends on your games of course, a 1660 Super might be fine for League of Legends or CSGO or something.

You should be able to push for a better GPU given the budget.

B550 motherboard, for PCIe 4.0 as a nice-to-have

For the case you want something with decent airflow, and aesthetics you find nice. The current fashion is generally for tempered glass side panels and/or RGB lighting. The Phanteks P400A is good.
