Not sure it this will help, but my son and I recently found out that Windows will screw with your monitor refresh rate which then has some interesting effect on your GPU. We went to the monitor settings in Windows and set the refresh rate to 144Hz (make sure you monitors are capable of that refresh rate) and it drastically improved screen stutter, tearing and overall quality. It also seemed to have improved the FPS but not to the extent you are experiencing. We are struggling with the same issue in League of Legends. My old Asus ROG laptop with a GeforceGTX 960M crushes League running anywhere from 120-160 (sometimes higher) while his AMD Ryzen 7 1700, 32GB of RAM and Sapphire Radeon RX 5600 XT Pulse Edition rig will barely stay above 100 FPS.

I found out another setting that really helped my son's rig jump in FPS. His 32GB ofRAM was only running at 2133MHz instead of the DRAM specs of 3000MHz. I went into the BIOs and change the settings to the DCOP profile (XMP on most BIOs) and it immediately jumped 50-100 FPS. He is now getting between 170-240 FPS on League of Legends.
