At first I was like... they don't exist.

then I wondered if xenforo (forum software) supports them

then I found https://xenforo.com/community/resources/itd-animated-smileys-pack-i.7332/ so have to assume it does.

I can't answer actual question but I can say there isn't any software reason why not.
