You sure you don't have different settings? Or resolutions? Even just 1 setting could make a huge difference.

Both the CPU and GPU seem to perform about where you'd expect for Timespy.

The CPU temps and frequencies seem normal.

So it's not like your hardware can't perform at the expected level.

You'd need to check temperatures and frequencies, load, and temps as above during Valorant gameplay to see if the components are clocking as high as they are meant to during that.

Is your Windows power plan set to high performance?

It does seem like people are getting inconsistent performance on Valorant:
