I'm pretty sure you don't have to do them all! The towns do get repetitive, but the bases provide a lot of unique challenges.

Surpicco is still a pain in the tailpipe in JC3. You're supposed to "wreak havoc" in police stations to take the town, but that town has a small station. You can level the place, and it still won't be enough! I had to look up how to finish it when I played years ago and I had to look it up...
