I swapped to a different motherboard, from a different vendor (asus) and a different chipset (x670e) and it had the exact same issue! however, i was able to flash the bios with asus bios flashback, and that finally resolved the issue. it seems like either these boards have a high rate of bios...

I've also tried 4 different sticks of ram individually in all 4 slots, no change.

I just got the exact same mobo+cpu combo, and I have the same issue. DRAM light comes on after a brief CPU light flash, then stays on. The RGB LEDs on the RAM (Silicon Power 6000 30 , on the compatibility list) come on. I don't have components laying around to swap out, so I'm not sure what to...
