I would suggest you to do a clean reinstallation of geforce experience on your pc. I found this solution here - https://droidtheory.com/fix-nvidia-geforce-experience-error-code-0x0003/ and the complete clean reinstallation of nvidia geforce fix the 0x0003 on my elitebook.
