Uh no actually. High cpu usage means exactly that: it's using a high amount of your cpu. Helldivers is very cpu hungry. Your gpu usage is low because your cpu is struggling to run the game. Not because it's underutilizing your cpu. But yes, overclocking your cpu would help. Which will still...
