Sorry I'm late but for that kind of money I'd buy a Legion 7 with either a AMD or Intel Processor and a 165w RTX 3080 with 32gb of RAM.

I fixed the issue with most games, some of them were just so old that the game doesn't fully utilize the GPU enough to give me max FPS. With all of my games I went into Nvidia Control Panel and set each game I play to use the RTX 3070, Under CUDA - GPU's I set it use the RTX 3070/All CUDA...

I'm no expert either but I believe a 60 hz screen can display any FPS but you don't get the full benefit of those extra FPS. I noticed the character movement was clunkier than my 240hz laptop screen and there was quite a bit of screen tearing visible as well. I just wanted to test out the dGPU...
