If you buy i5-10400 or Ryzen 3300x, you'll have to do a complete platform upgrade, including changing your motherboard and RAM. Can you do a complete platform upgrade in $350?
Or you can buy i7 3770 and add an SSD.

The motherboard is Gigabyte B450 S2H. The PSU is an off brand one but I tried with a branded one too and it had the same problem. XMP is not enabled, either it is not available in my motherboard or the RAM I have doesn't support...
